iprt/cdefs.h: Made DECLHIDDEN imply nothrow and restrict its use to function (just like the newly added DECL_HIDDEN_NOTHROW). Added DECL_HIDDEN_ONLY and DECL_HIDDEN_THROW to accompany it. bugref:9794
