FE/Qt: OS/2: Let key events reach Qt when the keyboard is not captured (e.g. a Close dialog is shown); provide special hot keys (Host+`, Host+1, Host+2) for system combinations (Ctrl+Esc, Alt+Tab, Alt+Shift+Tab).
