Change default UEFI boot order to have the Shell last

Description
Please change the default boot order for the UEFI machine type to have the UEFI shell last. This would allow more installers to work "out of the box" in a VM.
Scenario: USB flash disk installer setup for UEFI only. For example CentOS 7 or Windows Server 2016. The flash drive is filtered through to the VM prior to starting it.
Expected results: VM attempts to boot all available devices before dropping into the shell.
Actual results: VM attempts to boot the primary disk, fails, moves on to the Shell.
Work around: Type "exit" and manually select the USB disk from the resulting firmware menu.

Booting from USB devices should be supported when EFI is enabled, and there was neither a VBox.log provided nor an update from the original reporter for over a year, closing as invalid.
The Shell *is* the last option, the only remaining option if no other boot devices are found. What is missing in your scenario is the ability to boot from a USB device. That, it simply isn't there as an option. Just check the "Boot Order" in the VM Settings ยป System. USB is not listed, it's not considered as an option during boot...
So, what you're asking in a sense is to "Add USB as a viable boot device under EFI".
