Cannot set defaultMachineFolder globally

I am at a site in which users have networked home directories.
Because of this, virtual machine disks cannot go into $HOME; instead, we place them in a user-specific directory on the local disk.
Before 4.0, we would set VBOX_USER_HOME to this directory in a system shell profile. When users started up VirtualBox for the first time, their configuration would be set accordingly, and new VMs would be created on the local disk as desired.
After 4.0, VBOX_USER_HOME only specifies the location of the user configuration files. VMs go into "$HOME/VirtualBox VMs", and while the user can change that, there's nothing that an admin can set for the default value to be something else.
A new environment variable, e.g. VBOX_VM_HOME, would be perfect. A new configuration directive of some sort might also work, provided that the location can be something different for each user, rather than a static value.
