Alt-Tab not captured in fullscreen mode

Description
When a vbox guest is in windowed mode vbox properly captures Alt+Tab presses and switches between windows on the guest. However, when a guest is in fullscreen mode Alt+Tab presses are ignored by vbox and sent to the host instead, causing the host's windows to be switched instead of the guest's.
I have experienced this behavior on Windows XP Pro and Ubuntu 7.10 guests running on a Ubuntu 7.10 host.

This appears to be the case with other Alt+<key> combinations as well. When my Ubuntu 7.10 guest is in fullscreen mode and I do an Alt+F2, a "Run Application" dialog box opens on the host instead of on the guest where I would expect it.
