Virtual machine stops at Locking volumes... after installing Windows 98.

Windows 98 is not supported by VirtualBox.

Not true. The VirtualBox manual clearly states that DOS / Windows 3.x / 95 / 98 / ME got only limited testing.

That still does not mean that it is supported.
