Host: Dell M4400 4GB RAM,750 GB HDD
Win 7 Enterprise SP1 64b
Guest: ANY
1st tried VB 4.1.8, then tried uninstall - reboot - reinstall4.1.8 then tried uninstall - reboot - install 4.2.8. Then tried install 4.2.10. All cases behaved the same.
(On a different machine, host OS Win 7 Ent. SP1 32b (x86) VM's start fine, including copies of the same VM's)

Trying a VM I created from scratch, same results:
