VBox Requires Windows Service to Quit Before Installing

Description
Whenever I try to install Virtual Box on Windows 8 SP1 the installer tells me that I need to close the application iphlpsvc.dll, which is a Windows service, so it's impossible to stop.
Clicking retry closes the window and makes it pop up several seconds later. If I click cancel, it says that it didn't finish the installation, but it creates a desktop shortcut.
opening the installer asks me if I want to repair or uninstall.
Uninstalling asks me to close the process VirtualBox Interface, which is impossible to close from the task manager, which is listed as a background process.
If I click repair, it repairs the installation of virtualbox (which is impossible, I don't know how it does it) and then tells me that I need to restart my computer.
Restarting my computer and running it from the shortcut on my desktop doesn't work, every time I run it it creates a new background process called Oracle VM VirtualBox Manager which can be closed but doesn't do anything since it's a "Background Process". No windows pop up.
The installation is broken and can't even be uninstalled with microsoft's software uninstaller in the control panel.

Please reopen if still relevant with a recent VirtualBox release.
