We tried to use the shared clipboard functions from host to guest and from guest to host.

See section 3.3.2 in the user manual. This (works only for Linux guests) is a current limitation.
What would it take to have VirtualBox disable nonfunctional menu items? Isn't that the standard for GUIs?

VirtualBox doesn't know "authoritatively" which OS is running in the VM (you could misdeclare a Linux guest as Windows 8), and therefore we don't consider it to be a good solution to disable the menu item. It's stupid, I know.
