Need a way to insert CTRL+ALT+F1 into VMs

Description

Especially in light of bugs such as bug #13615 where the linux GUI is corrupted and unusable, we need a way to insert CTRL+ALT+F1 into the VM.

My host is Ubuntu. My guest is Ubuntu. When I press CTRL+ALT+F1, the host intercepts this keystroke before the guest ever has a chance to see it, and so I have no means to get this to happen in my VM.

The "machine" menu has "Insert CTRL+ALT+Backspace" as an option, but that doesn't do anything in Ubuntu. Please provide a way for us to do CTRL+ALT+F1.
