USB 2.0 devices connected via USB 3.0 hub are unavailable

Description
This is not asking about a USB 3.0 device.
I have a Plugable USB 3.0 hub connected to my on-board ASMedia XHCI controller.
No devices connected to this hub show up in my "USB Devices" menu for attaching to a guest VM. Specifically, the following devices fail to show up in that list:
- Plugable USB 2.0 Ethernet Adapter
- CC2531 USB Evaluation Module Kit which is USB 2.0, per the datasheet
- Bus Blaster JTAG debugger which is USB 2.0, per the datasheet
I am aware of the following related tickets which do not address this concern (on this version):
