Description
I get this error installing on Windows 8.1:

DIFXAPP: ERROR: Signature verification failed while checking integrity of driver package 'VBoxUSBMon.inf' ('C:\Program Files\Oracle\VirtualBox\drivers\USB\filter\VBoxUSBMon.inf'). (Error code 0x800B0003: The form specified for the subject is not one supported or known by the specified trust provider.)

Most likely the correct root certificate is not installed on your host. Could you check if the VeriSign G5 root certificate is properly installed on your host?

I have "VeriSign Class 3 Public Primary Certification Authority - G5" in my \Certificates (Local Computer)\Trusted Root Certification Authorities\Certificates" store.
