Problem with installing VirtualBox on Windows 7

Description
When I run the installer on my maschine (Windows 7 Enterprise), the installer seams to do what it is supposed to do. But when I afterwards try to start VirtualBox, the main windows of the programm is shown and almost immediately, it crushes down. Please find the picture with the error screen and also the error text cutted out into a text file attached. Solution for the problem is the following procedure: The installer created a folder named ".VirtualBox" under my user folder here on windows. As I compared some other installations from other maschines, in my new installation was one file missing named "vbox-ssl-cacertificate.crt". After adding this particular file to that folder, VirtualBox was able do run again. Question: What is the problem for the installer that it fails to create this file during the installation routine? I even ran the installation routine as admin and it didn't make any difference.
