Hi,
Here is the situation.
I am on Fedora 19 (Host OS) and using Windows 7 (Guest OS). I have installed Guest Additions in both Host and Guest OSs. I have set clip board and drag and drop as bidirectional. But copy-paste and drang-n-drop between gues and host (or vice versa) are not working. Virtual Box Version is 4.3.20_rpmFusion r96996
Build : VirtualBox-4.3.20-3.fc19.x86_64

Actually the latest 5.0.x test builds contain some fixes for Windows guests.

VirtualBox 4.3.20 is quite old. Please update to at least VirtualBox 4.3.36 (also update the Guest Additions to this version) and try again. If it still doesn't work, please attach a VBox.log file of such a 4.3.36 VM session.
