On Windows 7 Pro or Ultimate, SP1 64-bit ...
Start VirtualBox Manager (VirtualBox.exe) - the window appears normally, within 1 second.
Start a second instance - it takes over 10 seconds for the window to appear.

It's a bug. Duplicate of #14988.

Same here too on win7 sp1 64- but not sure whether this is a bug or feature? j
