Description
Up to VB 5.0.16 the Xfce login screen would scale according to the window size, including working full screen.
Upgrading to VB 5.0.18 broke this behavior on 3 Win64 host machines. However it wasn't upgrading VB that caused the problem, it was upgrading the gust additions. Upgrading to VB 5.0.20 and 5.0.20 gurest additions did not fix the problem.
I have two VB 5.0.20 systems running old guest additions (from 5.0.16) which work fine, but upgrading the guest additions will break them.

This is expected. We played some dirty tricks in releases up until 5.0.16 to make this work for legacy desktop environments. We have now dropped these as desktop environments have had nearly ten years time to learn to handle screen hot-plug events (the protocol was finalised in November 2006<1>), and we can't do it with a kernel graphics driver anyway. I understand that this is frustrating, but I suggest that you report this as a bug to the Xfce developers.
