Your current install may be corrupted, even if the program appears to function normally. This is possibly due to a previously failed uninstall/update attempt.
tl;dr: reinstall your current (old) version to repair it, then restart your the machine and update normally.

I'll include the brief summary for the search engines and your convenience:
It might say "network resource" but it doesn't really mean it... just look at the drop-down menu and the suggested location where the file can be found.
So, it's looking for a 5.1.28...msi file. Well, download that version, and extract the files only; see ch. 2.1.2 Performing the installation for the exact command to extract the files. Then point the installer to that file.
Or re-install and uninstall 5.1.28. That might work as well and "slap" the MSI installer to force it to "wake up!!!"
