Opening the latest extension pack shouldn't pop out a "Download" dialog

Description
A minor GUI annoyance when trying to upgrade VirtualBox and its extension pack.
- Have an older version of VirtualBox and extension pack installed (for example 5.1.8)
- Upgrade VirtualBox to latest version (for example 5.1.10)
- Download the latest extension pack (here, "Oracle_VM_VirtualBox_Extension_Pack-5.1.10-112026.vbox-extpack") and double-click to open it.
- In VirtualBox GUI, a "Would you like to upgrade?" dialog will appear, but a few seconds later, a "Do you wish to download the latest one from the Internet?" dialog will pop up.

Expected result: the "Do you wish to download" dialog should not appear.
