Guest CPU utilization pegged at 100% making the guest unusable

Description

Pretty much any activity in the guest pegs the guest CPU utilization at 100% for extended periods of time (for example client booting takes half an hour or more) during which the client is unusable. This affects Windows 7 and 10 clients, but Windows XP and OS/2 clients seem to be unaffected. This has been introduced by either host upgrade from Windows 7 to version 10, or in VBox version 5.0 or 5.1. Last time a Windows 7 client was working correctly was on Windows 7 host and VBox version 4.3.x. Like I mentioned, multiple clients are affected, all are either Windows 7 or 10, both 32 and 64 bit.
