Drag and Drop Feature not working

Description
Drag and Drop setting is already Bidirectional.. but this feature is not functioning properly.
Restart will solve it temporarily then again the issue will come.
Similar ticket has been already issued but for older version "5.1.22". I'm using latest version "5.1.24" and tested on Win 2016 & win10.
