Description
The installer fails while validating packages, and reports the following on the summary page:
"The installation failed. The installer encountered an error that caused the installation to fail. Contact the software manufacturer for assistance."
Clicking Allow in the "System Preferences > Security & Privacy > Allow apps downloaded from:" section when the lock is open does not allow the install to go ahead.
Enabling the "Anywhere" option using "sudo spctl --master-disable" doesn't work.
In System Information, under Software > Disabled Software, the kexts listed in the accompanying screenshot are disabled.

It's usually better and faster, if issues get first addressed in the VirtualBox forums, a lot more eyes there. More than 95% of the issues are resolved over there, which keeps the developers focusing on the bug fixes and enhancements, and there is no need for another ticket to keep track of. For example, yours is not a bug and someone from the developers has to deal with it and close it as "Invalid".
In the forums, Mac OSX Hosts section, there is a sticky topic that says that this is clearly an Apple problem. Please complain to Apple about their "security" measures.
Not a VirtualBox bug, an Apple bug.
