Choosing 64-bit Windows 7 machine, once I launch it the OS is 32-bit

Description
I am trying to download this 64-bit software on the my VM. However, I am getting the 216 error. Before launching my Windows 7 VM I make sure I change it to a 64-bit machine, but once launched I check the properties of the computer and it says 32-bit. I created a new vmdk and new vdi and still runing into the same issue.

- It's usually better and faster, if issues get first addressed in the VirtualBox forums, a lot more eyes there. More than 95% of the issues are resolved over there, which keeps the developers focusing on the bug fixes and enhancements, and there is no need for another ticket to keep track of. For example, yours is most probably not a bug and someone from the developers has to deal with it and close it as "Invalid".
- You were supposed to follow these steps when you filed the bug, and provide a VBox.log:
