Gray out, don't rearrange, disabled buttons

Description
When the user selects a VM in the VirtualBox GUI, and then selects Tools, and then selects the VM again, the control buttons rearrange in a way that is jarring and makes it all too easy to click on the wrong button.
Don't keep changing the button layout on focus. Instead, gray out any disabled buttons.

Human Interface Guidelines talk about buttons/menus becoming disabled, not being dynamically changed/rearranged.
