Description
I have a openSUSE Leap 15.1 guest on an openSUSE Tumbleweed host system using the packages provided by openSUSE. When downloading the guest extentions via Devices -> Guest extentions a kind of download manager is started . When the download is at 100% it claims 'net operation failed with unknown error {1:?}' guest ext. iso can not be downloaded this way after a couple of attempts

The installation of an extention pack works without problems. The ISO that fails to download are the guest additions. The issue is tracked as well under https://bugzilla.opensuse.org/show_bug.cgi?id=1132102 - some other distributions seem to be affected as well

Please try official packages under the linked socratis provided and let us know if the problem persist.

Yes, but you got to keep on reading the rest of the comments... ;)
All the official VirtualBox packages come with the GAs bundled, there's no need to download them separately. Even the test builds have them bundled.
Only the forked VirtualBox packages have that requirement. And since they're forked, you need to talk to whoever forked them.

It looks like you're using the distro's fork version of VirtualBox. You can either ask in their forums/channels for help, or completely remove/uninstall/delete/purge their version and install the official version from the Linux Downloads section of VirtualBox.
There is no "Guest Extensions", you got to get the terminology right:
