#19250 new defect

processor execution cap is broken for single cpu vms

build a single cpu vm set exec cap at 70% host only ever uses 35% (as if 70% has been split between 2 cpus)

workaround create a dual cpu vm set exec cap at 50% host then uses 60% cpu (well it better than 35%)
