6.1.2 Installation failed, could not run required dll

I'm attempting to install VBox 6.1.2 on a Windows 10 v1909 host OS and getting an error regarding dll failure which I've attached a screenshot of. Virtualization is enabled on BIOS, Hyper-V is fully enabled in Win10 settings, and there hasn't been a previous installation on this machine for me to try to finish wiping out first. I have tried older versions of VBox (6.0 and 5.2) and run into the same failure, and I couldn't find anything on the forum or general internet that pointed me in the right direction.

Any help is appreciated.

I have tested this as well yesterday with
​https://download.virtualbox.org/virtualbox/6.1.2/VirtualBox-6.1.2-135663-Win.exe on Windows 10, 1909 and it did not have any problem, so there must be something else in addition.

Bollocks. It must be something that the domain here is forcing each user profile to disallow. Thanks for testing it.

Im having the same issue

Not in a hypervisor partition (HVP=0) (VERR_NEM_NOT_AVAILABLE). AMD-V is disabled in the BIOS (or by the host OS) (VERR_SVM_DISABLED).
