Inability to run 6.0-6.1.7 upgrading to 6.1.6

Description
After upgrading recently I am unable to launch vbox. The following error occurs on 6.1.6 and 6.1.7 (test). I tried rolling back versions and can successfully run 5.2.40 and lower. As soon as I cross into 6.0+ the error occurs. The VBoxSDS doesn't seem to want to run and no files are written to the .VirtualBox directory on 6.0+. I did have 6.1.x installed and running before upgrading to 6.1.6 but I do not remember which version specifically.
Failed to acquire the VirtualBox COM object.
The application will now terminate.
Completely failed to instantiate CLSID_VirtualBox: ERROR_SERVICE_REQUEST_TIMEOUT 0x8007041D.

I have tried:
- Admin rights
- Removing .VirtualBox directory
- Cleaning registry
- Comparability modes: Admin and older windows versions
- Recover .VirtualBox files from backup
- Update and verify all drivers
- Remove all antivirus including defender
- Hyper-V and VMware can run and have been removed
- Extend service timeout length despite this being an immediate failure
- Run bug report: WARNING: Failed to create the VirtualBox object (hr=0x8007041d)
