Can not drag and drop from host to guest

Description
Host Windows 10 Guest Windows 8.1 VirtualBox 6.1.16-140961 Guest Additions 6.1.16 VirtualBox Extension Pack 6.1.16-140961
Copy and paste bidirectional works fine. Drag and drop from Guest to Host works fine.
Drag and drop from Host to Guest is not working.

I can also confirm the problem that drag & drop from host to gust does not work. My host is Windows 8.1 and guest is also Windows 8.1.
I have downloaded the Windows 8.1 ISO here.
