Mutliple CPU's Stalls When Loading

Description
I am running VB on Windows 10, and when I use more than one processor for a VM is stalls when loading. This is true from Ubuntu 20 and RHEL 8, with encrypted drives and without encrypted drives. I am not sure it consistently stops in the same place, but here is what I have from my test:
- For Ubuntu
- It is stopping when during the "Loading essential drivers". The last line is "xor: measuring software checksum speed".
- When I click the X button to close the console, click "Send shutdown signal", and then "OK", and I repeat this 2 or more times, it will continue to boot again and I can use the server. *
- For RHEL 8
- It does not display a prompt
- I use the same process to boot Ubuntu on RHEL 8, but it does not boot and I close it down.
- It is not consistent where it stalls. Once it was in the middle of the boot, then it goes to a black screen; another time it made it to the login prompt, but when I tried to enter my credentials, the console did not respond.
