Description
Cannot install VirtualBox due to failure installing VBoxUSB driver:
Error 0x800b0109: A certificate chain processed, but terminated in a root certificate which is not trusted by the trust provider.
When viewing the properties of VBoxUSB.inf it reports the following for the sha256 cert:

I have attached signtool output comparing VBoxUSB.sys and VBoxUSB.cat. The same cert is successfully validated on the .sys but fails on the .cat with "No signature found".
I am running a dev build of Windows 11, not currently sure whether this issue affects all Windows 11.

FYI I reverted from W11 Dev to W11 Beta and it installs successfully. I assume there must a driver signing limitation in the Dev builds. Not sure if this is something you should fix before it becomes an issue in the main builds or if it can be ignored.
