starting guest with --type headless fails on macOS Mojave host

failed! But
sh-3.2$ VBoxManage startvm bigapple-solaris10 --type gui Waiting for VM "bigapple-solaris10" to power on... VM "bigapple-solaris10" has been successfully started.
succeeded. I've seen headless work on the same host with a Solaris 11 guest, but I'm not saying headless is ever reliable on there.
This was present in at least VirtualBox 6.1.30 and 6.1.32. It seems to be ok with a macOS Catalina host.
