I'm trying to start up a newly created Windows 11 VM on a macOS 13.4.1 host and get the attached dump.

FWIW, VirtualBox 7.0.8 does not reliably run VMs on macOS 13.3 and newer. Please try the current VirtualBox 7.0.10.

There were quite a few fixes in VirtualBox 7.0.10 when running on macOS 13.3, please reopen if necessary with a new crash report (please attach as a file and not paste it as a comment) and also attach a VBox.log, otherwise it is impossible to draw conclusions because your VM config is unknown.
