VirtualBox 6.1.48 fails to install on Windows 8.1

Description
Running VirtualBox-6.1.48-159471-Win.exe
installer on 64-bit Windows 8.1 fails (toward the end of the install process) with the following errors (images attached):
"Oracle VM VirtualBox 6.1.48 Setup Wizard ended prematurely because of an error. Your system has not been modified. To install this program at a later time, run Setup Wizard again. Click the finish button to exit Setup Wizard."
After clicking "Finish" the following text is displayed in a dialog box:
"Installation failed! Error: Fatal error during installation."
Note that previous version, VirtualBox 6.1.46, installs just fine.

Oracle VM VirtualBox 7.0.18 Setup Wizard ended prematurely because error. Your system has not been modified. To install at a later time, run Setup Wizard again.
Dos: 1- Before issue:
Installation
- installed windown installer and ran it as Admin
- install python 3.12 and ran it as Admin
- install Base package and extension file and ran as Admin
2- After issue
- unistall and reinstall -delete all related files, uninstall and reinstall -clean up temp files and related processes and uninstall.

SOS! Being struggling for 5 days trying all resources or suggestions online. I even cleaned install my PC, but no result
