Settings dialog has a scrollable pane, but no scrollbar

Description
Open up the settings for a virtual machine. The tabs on the left scroll the view on the right, the scroll wheel can also move the view across the pages, but there is no scrollbar, preventing easy access to move the pane quickly and precisely.
