Mouse integration isn't available after the first start in the case of GAs update from the release/beta to a development snapshot or back

Description

If one changes as described above (7.1 beta to the 7.0.21 test version, for example), with previously changing the version of the VBox itself accordingly, one needs one more manual reboot of the guest to enable the mouse integration. The first reboot after installation doesn't enable it. Restart of the VM instead of a reboot doesn't solve the issue.

Still here in 7.0.23-165517, 7.1.5-165591 and 7.1.97-165574.

Went from the previous release of 7.0.23 to 7.1.97-166019 without need for additional restart this time. But going back from 7.1.97-166019 to 7.0.23-166085 still required an additional restart for mouse integration to take effect. We are in the right direction, but the goal isn't reached completely.

Once again went without troubles from 7.0.23 to 7.1.97-166815. But return from 7.1.97-166815 to 7.0.23-166814 required one extra manual reboot to enable the mouse integration.

Fixed as of 7.0.24 and 7.1.6. I can install GA of both versions one after another and there is no need for additional reboot. This ticket could be closed.

Have to report that this bug reappears in current test releases. As I went from 7.1.7 GAs to 7.0.25 r167434, I had to make a manual reboot of VM to enable mouse integration. Going back from 7.0.25 to 7.1.7 happened without any additional reboot or other troubles.

Complete return of the symptoms: now it happens from 7.1.7 to 7.0.25-167672, and from 7.0.25-167672 to 7.1.7-167673.
