vboxwebsrv executable is not build/installed in OSE even with --enable-webservice

Description
When compiling the OSE edition the webservice server vboxwebsrv is not build even with the ./configure --enable-webservice. The documentation gave no hint, that this is expected or that the web server is closed source.

Sorry, I solved the problem myself. It was my fault (not working soap compiler not detected). Sorry again! Thanks for the great work.
