Critical Error: Failed to create VirtualBox COM object on Windows 2008 32-bit host

Appears to be the similar to: Ticket #1655

Belkin USB KVM is installed on this system and in use for install.

Tried installing as user and using "Run as Administrator". Uninstalled and reinstalled after repair installation was attempted.
