Can't open console in Linux guest if host is Linux

Description
host - linux, guest - linux, guest runs X session.
Try to open in guest console session - press Ctrl-Alt-{F1-F6}.
Actual result: host opens console.
Expected result: possible to type Ctrl-Alt-{F1-F6} in guest systems (in general not only linux).
