On Mac Snow Leopard the collapsed state of the main toolbar on the vm chooser window does not stay collapsed across restarts of VirtualBox.
Not sure if this is cocoa code, but if it is, it can be configured to autosave this state.
Otherwise you need to manually persist it in the preferences so the user preference is respected.
