mini Toolbar does not popup when mouse over the location of the mini Toolbar

Description
When running Linux Ubuntu in FullScreen, the mini Toolbar will not popup when the mouse is over the mini Toolbar area. This happens regardless if I place the mini Toolbar at the top of the screen or at the bottom.
