Mouse pointer sometimes can't move to bottom of the screen

When Guest Additions aren't installed, the mouse occasionally refuses to move to the bottom of the screen: there's a point that behaves as if it is the bottom, but isn't. It's possible to get past the point by repeatedly trying to move the pointer past it.
I'm running a FreeBSD host and Windows 7 x86 guest, but I've often seen the issue happen on other hosts whenever Guest Additions isn't installed. I can't install Guest Additions due to a bug that's detected when the Driver Verifier is enabled.

After paying closer attention, the pointer actually jumps up the screen before getting stuck - if I move it around at the bottom of the guest desktop for long enough it'll jump to the top and get stuck. At other times as it's moving near the bottom it'll jump half-way up the screen and again refuse to move lower than about 2/3 of the way down the screen.
