Windows 7/64bit host can't read a bootable Ubuntu CD/DVD

I am running Windows 7/64bit Desktop. I have installed VirtualBox 3.1.6 r59338. I created a new Ubuntu virtual machine successfully, placed a bootable Ubuntu CD/DVD in the drive, and attempted to start the VM. Startup failed as it reported that it was unable to access the CD/DVD for read-only access.
I have tried this as both a regular local admin on the machine as well as a domain admin. I also tried mounting an .iso image so that it appeared as a regular CD/DVD drive.
I was able to successfully move a VM from another machine to the Windows 7 one, hacked the XML, and have a running VM on the windows 7 machine so it's nothing to do w/ the VM itself. I have attached the machine logs as well as the virtual box logs.
